Phishing, Darknet, and Transnational Groups: International Prosecutorial Responses and Lessons for Ukraine

On 28 January 2026, the Prosecutor’s Training Center of Ukraine (PTCU) hosted the second webinar, “Cybercrime,” as a part of a series of international online meetings with foreign experts. The series is jointly implemented with the Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) of the U.S. Department of Justice, funded by the Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State.

The webinar featured DOJ International Computer Hacking and Intellectual Property (ICHIP) and U.S. Cybercrime Liaison Prosecutor to Eurojust, Ms. Jessica Peck.

During the webinar, participants and the international expert discussed:

  • current trends in cybercrime, including darknet activities, unlawful interference with information systems, and ransomware attacks;
  • the classification and key categories of cybercrime (phishing, DDoS attacks, unauthorised access, online fraud), based on investigative and prosecutorial practice in the United States;
  • advanced approaches to international cooperation in combating cybercrime and transnational organised criminal groups;
  • mechanisms for tracing, seizing, and confiscating cryptocurrency;
  • tools and practical mechanisms for cooperation with foreign jurisdictions and major service providers.

The interactive format of discussions with foreign practitioners enables participants not only to gain insight into contemporary international practice, but also to develop a shared professional understanding of how to counter crimes that transcend national borders.

The PTCU continues to expand its international cooperation by engaging leading foreign experts, promoting the exchange of experience, and introducing best practices across key areas of criminal justice.
